Set the user group has access to the folder and then deny all the users to access the folder expect for the user that you want he/she to access in the folder. Please note that users in administrator group will not able to access in the folder but they have rights to change the access right for the folder.

For example, I only want Paulina to access in Public folder and Paulina belongs to user groups. For public folder, I set deny access for administrator group and RW for user group. In the meantime, I set deny access for all the users and RW only for Paulina. After that only Paulina will see Public folder in File Explorer. But users in administrator group can see it in Access Control in order to change access rights for the folder.

Account "Paulina" belongs to user groups.

Deny access for administrator group or any other exists group and RW for user group (where Paulina belongs to). In the case, all the users in user group will be able to access in Public folder.

However, I only want to Paulina to access in Public folder. Now, I have deny access for all the other users in user group.

Now all the other users will not be able to see Public folder in File Explore but Paulina only.

However, because users in Administrator group have rights to change share folder privilege, they are able to edit Public folder's access right in Access Control
